PURPOSE OF THE ASSOCIATION TODAY
Many Americans scream and run at the thought of the American style “HOA”. In Mexico, there are non-profit civil associations, such as ours. The Vecinos de la Cholla AC can best be described as a service association. Our members pay minimal annual dues to enhance the services provided by the Municipio de Puerto Peñasco. The Vecinos AC does not tell its members what color to paint their homes, what to plant in their yards, when to pull in their trash cans, etc. Colonia La Cholla is part of the Municipio de Puerto Peñasco. Without our association, the only services provided would come from the city of Puerto Peñasco. We would be on same road and signage maintenance as the rest of the city. Drive the back streets of Peñasco to get an idea of how our roads would be maintained. The city does not have any budget for our park and certainly not our privately-owned clubhouse. The quasi-governmental entity, OOMAPAS has a difficult time providing water to the city; our standpipe would be a low priority and our water delivery trucks may have to fill their trucks in town causing a cost increase to La Cholla residents. Our local La Cholla police officers would have to depend on the city to maintain their vehicles. Without dependable vehicles, police service in La Cholla would be at the mercy of the city vehicle maintenance yard.
The Vecinos de la Cholla AC is operated by a board of directors elected by our membership (general assembly). The general assembly is the ultimate authority of the Association. In April there is a meeting of the general assembly. The main purpose of this annual meeting is to elect officers and board members. Officers and board members serve 3 year terms. All officers and board members serve voluntarily; there are no paid officers or board members. At $150, our annual association dues are by far the lowest in the area. Annual dues in Las Conchas are nearly $1,400 annually with all of the American-style HOA regulations. At $800 annually, Playa Encanto also has all of the CC & Rs you can expect north of the border. La Cholla has no CC & Rs and complies with the building standards required by the city. If you like a highly regulated, American style HOA, La Cholla would probably not be for you. La Cholla has a unique blend of Mexican families living here for over 50 years, full-time American expats, and part-time American weekenders. We lack the HOA militants telling you to pull your weeds.
What the Vecinos AC does:
1) Maintains the entrance road from the Wrecked at the Reef turn off to the edge of the Colonia La Cholla subdivision.
2) Maintains the interior roads of La Cholla.
3) Maintains the street signage within La Cholla.
4) Maintains and improves “Firecracker” park.

5) Maintains and improves the Community Clubhouse.
6) Maintains and improves our lending library.
7) Maintains the water supply to La Cholla for the independent water delivery trucks.
8) Supports police service to La Cholla.
9) Negotiates with the Municipio de Puerto Peñasco on services they provide, such as garbage pick up.
